If Alpha's measurement shows a crime likelihood exceeding 80%, the person becomes a target for disposal. Alpha's measurements are almost accurate, but there is a 1% margin of error. Supernatural abilities exist in this world. Supernatural abilities cannot be determined by Alpha's measurements.
