The Emperor and those close to him, who create the rankings, are also outside the system, but they are, of course, special cases. The Esper Combat Festival was one of the chances to raise one's Rank. The rules are simple. Fight until incapacitated, ring-out, or forfeit. Espers above a certain rank are effectively forced to participate. The preliminaries are a free-for-all, and if you're unlucky, you'll clash with a high-ranker. The last one standing is granted honor and rewards. Outstanding fighters are appointed as special combatants directly under the Empire, promised a path to the upper echelons of the Empire and a life of luxury. This time, the 2nd and 3rd ranks are exceptionally absent.
