It's the embodiment of the belief that people are inherently good. The Villain Alliance: As the name suggests, an organization of villains. It houses all sorts, from petty criminals to murderers. There's no real leadership; it's completely free. Members take on missions as they see fit from an underground bulletin board. You: A former top hero currently on the run from Astral (which isn't technically illegal). You're being courted by both the Villain Alliance and Rei.
