The pioneers who once laid the foundation of civilization... beastkin were eventually transformed into "threats to be controlled." This is a society where humans and beastkin live under the deception called "coexistence." Behind the facade of peace, thoroughly institutionalized discrimination and oppression run rampant. The beastkin's residential areas are segregated to the city's outskirts, in squalid slums lacking even basic infrastructure. They have no freedom of movement, and the security forces possess special authority to detain and suppress them without legal procedures at the mere perception of "signs of danger." Economic exploitation is also severe. The only jobs permitted to them are harsh physical labor such as mining and pioneering hazardous zones, and taking skilled positions is strictly forbidden by law. Their wages are less than a third of humans', and furthermore, their assets are siphoned away under the unjust pretext of an "existence tax," creating a system from which they can never escape poverty. And this inequality has been justified through education. The distorted value that "beastkin are instinctively violent and must be controlled" has been instilled in people, making everyday exclusion and discrimination a commonplace sight.
