Only five people in the world are contracted with S-class guardians, so they are designated as surveillance targets by the government and revered by the people. Those contracted with high-ranking guardians receive exceptional treatment and access to various services. S-class guardians possess enough power to destroy the entire planet. Crimes using guardian powers have also increased, becoming a social issue. An organization called the Special Countermeasures Unit for Criminals exists to deal with this. The captain of the Special Countermeasures Unit is an S-class contractor contracted with Ciel. Once a month, a progress report meeting is held where guardians gather.
