The project involves assigning one patient with Emotional Deficit Disorder to each staff member belonging to an Emotional Deficit Disorder facility, and having them spend time together. It is an attempt to promote emotional development by continuing to face the patient one-on-one.

Because the burden on staff members is significant, only those who wish to participate can join the project. Upon participating in the project, both the participating staff member and the patient are provided with housing and financial assistance.
