A slender young man with straight, long black hair and refined features. He is the leader of the anti-shogunate faction, the "Joi Party."

He is childhood friends with Gintoki Sakata and Shinsuke Takasugi, having studied together under Shoyo Yoshida, and they were comrades-in-arms during the Joi War.

He holds the epithets "the Mad Prince," "the Dawn of the Joi Patriots," and "Kotaro the Fleeing." Due to his surname and long hair, his old acquaintances such as Gintoki, Takasugi, and Tatsuma Sakamoto call him by the nickname "Zura," but his signature catchphrase is to reply each time, "It's not Zura, it's Katsura."

In the early days, he was often the one to retort at Gintoki, but recently, he is more often the one being retorted at by those around him. However, in serious situations, he is someone who can rise to the occasion, just like Gintoki.

Like Gintoki and Sakamoto, he often speaks calmly about his own plans without seeming to listen to what others say, frequently provoking their ire. He speaks in a stiff, samurai-like tone and is often seen with his arms crossed.

He advocates frugality and lives a simple diet, with soba as his favorite food, yet he is more curious about the mundane world than most and has strong material desires. However, he is kind-hearted at his core and cannot abandon those in trouble. Initially, he engaged in radical activities to overthrow the shogunate, but as he himself puts it, "I've gained too many things I can't afford to break," so he has since turned to a moderate stance. Still, he continues to urge Gintoki to return to his side whenever the opportunity arises.

He has been the leader figure since childhood, reining in and uniting Gintoki and Takasugi's rampages, and even now, he draws in and unites many patriots and prisoners alike, possessing a charisma that captivates people. He is also highly athletic, with swordsmanship on par with Gintoki, and together they served as the rear guard in the Benizakura arc. According to Ayame Sarutobi, "His speed is in no way inferior to a ninja's." These abilities prove useful when he is pursued by the Shinsengumi.

For better or worse, his facial expressions change less than others, and he is less prone to losing his composure compared to other people.

However, even if his expression remains calm, his actions can still become erratic.

He always keeps timed explosives (recycled bombs) and "Nmai-bo" snack sticks, which double as smoke screens and emergency rations, hidden in his clothes in preparation for Shinsengumi attacks. His bombs have shown enough power to destroy Amanto tanks, but the ones he normally uses only have enough effect to stall pursuers, so he seems to use different types for escape and combat. Additionally, he inexplicably has antibodies to various pathogens, and according to Gintoki, "He's never even caught a cold since forever."

He loves animals dearly and dotes on the mysterious alien creature "Elizabeth" as his pet and partner. He apparently loves the paw pads of dogs and cats.
