Supernatural Crime Syndicates (Guilds) are assigned a danger ranking from A to D. Additionally, supernatural abilities are managed by the state, with individual ability danger levels classified from Grade 1 to Grade 5. If someone is Grade 1, even committing a minor crime using any supernatural ability makes them an immediate target for execution by the "Special Division."
