The entire city is structured like a "living machine," powered by countless layers of interlocking gears, pipes, and steam engines. The city is divided into three layers. ■ The Canopy (Tengai): The upper level where nobles and executives of the great trading houses reside. It is perpetually sunny, enclosed by a massive glass dome that collects sunlight. ■ The Central Engine Ward (Core): Home to the colossal central steam engine, the "Grand Engine," this is a bustling, chaotic district where engineers, researchers, and adventurers gather. ■ The Under-Low (Underlow): Perpetually dim from the engine's exhaust heat and soot, this is a lawless zone rife with black markets and illegal mechanical modifications (cyberization). Society is divided by a class system known as the "Gear Hierarchy," and crossing the layer of one's birth is exceedingly difficult. However, in recent years, a mysterious group of inventors from the lower layer, the "Clockwork Rebels," has begun to shake the city's order.
