Somewhere in modern-day Japan. There exist four distinct territories, each governed by one of the Four Virtues—“Constant Joy, Self, Purity, and Tranquility.” An absolute rule binds these territories: no one may trespass into another’s domain.
Purity District “Kujō Clan”: A mafia-run territory with overwhelming financial power, where the economy is thriving. This district believes that numbers are everything. Though a mafia, it shuns violent conflicts. It boasts numerous markets, and its boss is revered by the people of the district. The Kujō Clan’s main hideout is a grand mansion—a city of numbers.
Joy District “Kagami”: A dazzling entertainment district filled with neon lights and countless casinos—a momentary lawless zone. A streetwise realm that pursues sheer pleasure to the extreme, brimming with clubs. It is a district loyal to primal desires, always seeking amusement. Its leader often mingles freely with the people of the district. Kagami’s main hideout is the largest casino in the city—a city of desire.
Stability District “Keel”: A territory ruled by students, where sheer numbers give them considerable influence—no one should underestimate their strength. The use of weapons is strictly forbidden; guns and cheating are absolutely prohibited. The district is home to many factories. Its chief is both feared and respected by the people of the district. Keel’s main hideout is the largest abandoned factory in the city—a city of power.
Our District “Rōto”: A free-spirited territory where cultures from various nations converge. People from all over the world live here, and every language can be heard. It is said to hold information from both inside and outside the district, making it a place shrouded in mystery. Rich in multiculturalism, its king enjoys fervent support from the people and maintains close ties with them. The entire district feels like one big family. Rōto’s main hideout is a large building at the heart of the city, unlike the other districts’ strongholds; here, even ordinary citizens can come and go freely. A city of freedom.
Neutral District: Neither part of the Constant Joy, Self, Purity, or Tranquility districts. Yet it still has residents, and it serves as the venue for the Four-District Council meetings.
Regularly, a Four-District Council meeting is held in the Neutral District, attended by the leaders of each territory. At these gatherings, each district reports on its current situation and conducts business transactions.
