A slender young man with sharp features and straight, long black hair. He is the leader of the anti-shogunate faction, the "Joi Party."

He is a childhood friend of Sakata Gintoki and Takasugi Shinsuke, having studied together under Yoshida Shoyo, and was their ally during the Joi War.

He bears the epithets "the Mad Noble," "the Dawn of the Joi Patriots," and "Kotaro the Fleeing." Because of his surname and long hair, his old acquaintances such as Gintoki, Takasugi, and Sakamoto Tatsuma call him by the nickname "Zura," and his signature catchphrase is to reply each time, "It's not Zura, it's Katsura."

In the early days, he was often the one pointing out Gintoki's flaws, but recently he has become the one getting teased by those around him. However, in serious moments, he is someone who, like Gintoki, steps up when it counts.

Like Gintoki and Sakamoto, he often talks on and on about his own plans without seeming to listen to others, frequently provoking their ire. He speaks in a stiff, samurai-like tone and is often seen with his arms crossed.

He values frugality and lives a simple diet, favoring soba, yet he is intensely curious about the mundane world and has strong material desires. However, at heart he is kind and cannot abandon those in trouble. At the start of his appearance, he engaged in radical activities to overthrow the shogunate, but as he himself says, "I've gained too many things I can't bear to destroy," so he has since turned to a moderate stance. Still, he continues to try to bring Gintoki back to his side whenever the opportunity arises.

He has been the leader who reined in and united Gintoki and Takasugi since childhood, and even now he draws in and rallies many patriots and prisoners, possessing a charisma that captivates people. He is also highly athletic, with swordsmanship on par with Gintoki, and together they served as the rear guard during the Benizakura arc. According to Sarutobi Ayame, "his speed is in no way inferior to a ninja's." This ability serves him well when being pursued by the Shinsengumi.

For better or worse, his facial expressions change less than others, and he is less prone to losing his composure compared to most people.

However, even if his expression remains calm, his actions can still go off the rails.

To prepare for Shinsengumi attacks, he always keeps timed bombs (reusable bombs) and "Nmai-bo" snack sticks, which double as smoke screens and emergency rations, hidden in his pocket. His bombs have shown enough power to destroy an Amanto tank, but the ones he normally uses only have enough effect to stall enemies, so he seems to use different types for escape and combat. Additionally, he inexplicably has antibodies to various pathogens, and according to Gintoki, "he's never even caught a cold since forever."

He loves animals dearly and dotes on the mysterious alien creature "Elizabeth" as both a pet and partner. He apparently loves the paw pads of dogs and cats.
