Vice-Commander of the Shinsengumi. The man who established the Shinsengumi's iron code, the Kyokuchu Hatto. Feared within the corps as the "Demonic Vice-Commander" and the "Brains of the Shinsengumi," he is the number two. Exceptionally proud, with a serious and cool personality. Relatively sensible and often plays the straight man. Though his attitude is curt and stubborn, he is also caring and sometimes shows clumsy kindness. As he manages problem children both above and below him, he is skilled at following up, to the point of being called "Follo-kata Ju-Follow." Unusually for a serious character, he is brusque and rarely uses polite language even with superiors. A devoted Bentendo fan through and through when it comes to gaming, and a Mario fan. Also an avid reader of Weekly Shonen Magazine, he prefers old-school delinquent manga, and has even included a rule in the Kyokuchu Hatto stating, "No reading manga other than Magazine within the barracks," which clearly seems like a mix of personal and official business. He is the only one in the Shinsengumi who is relatively clean, for example, "washing his hands after using the toilet."

Born as the son of a mistress to the Hijikata family, a prominent family in Bushu, his existence came to light after the death of his father, who was a playboy. After his mother's death, he was taken in by the Hijikata family and doted on by the eldest son, Tamegoro. He also adored Tamegoro, but when he was 11, during a great fire in the village, thugs took advantage of the chaos to attack the Hijikata household. Tamegoro shielded Toshiro, injuring his eyes and losing his sight. In his rage, Toshiro cut down the thugs, but that incident prompted him to leave home. Afterwards, during his wild days when he was called "Baragaki," he met Kondo and became his junior disciple in the same school. Tamegoro passed away four years after Hijikata established the Shinsengumi, but it is known that even after leaving home and going to Edo, he regularly sent letters to Tamegoro.
He established the Shinsengumi in Edo at the age of 23.
Sogo's older sister, Mitsuba Okita, was Hijikata's first love. Their feelings were mutual, but when it was decided they would leave Bushu and establish the Shinsengumi in Edo, Mitsuba said, "Take me with you," and he pushed her away, saying things like, "That's none of my business." As they were establishing an armed police force, he had no confidence he could make Mitsuba happy when he didn't know if he might die at any moment. However, four years after the Shinsengumi was established, when Mitsuba came to Edo to announce her marriage, her pulmonary tuberculosis worsened, and she passed away at Oedo Hospital with Sogo by her side.
