After the final battle that defeated AFO, what remained was a city filled with distrust toward heroes, like something out of a post-apocalyptic world.
Due to the shortage of heroes, even students are being sent out for rescue operations.
I think this shows just how desperate things are, that they have to make students do rescue work.
I've heard somewhere that "when people lose their mental composure, they take it out on those around them."
